2022 PROPOSALS

PROPOSAL #1: 40 Man Roster
PROPOSAL REASON: Expand the Carded Roster to 40 Players to align with MLB. The rationale is based on modern-day player usage (and greater time off for injuries, reduced IP for starters) has created greater numbers of players in use with less and less time (meaning fewer BF for Pitchers and lower PR for players). I feel we should increase our rosters to 40. Stay with the same cut requirements, but we will probably need to add a round or 2 to the draft.

PROPOSAL #2: Expansion/Inter-league Play
PROPOSAL REASON: Expand MWBL by 2 teams (making it 30 overall) giving each division 5 teams. Would require inter-league play on the schedule.

We have expansion draft rules created by me the last time we did this and it went well – no one pushed back. However, I would have to review them and update them as needed.

PROPOSAL #3: Playoffs- Seeds #1-4 by Record
PROPOSAL REASON: As we head into the playoffs in 2022, the highest wild card team in both the AL and NL will have a much better record than the third-best division winner; however, that division winner will be seeded #3 and the top wild card as #4. If the seeds win as projected, this can give the #2 seeds an easier path to the championship. MWBL plays essentially a balanced schedule (at most 4 more games within division out of 162 games). We can’t always expect this scenario to be true but could minimize the effect.

This proposal would still award the top 4 seeds to the division winner and the best wild card team, and would still allow the division winners to need only 3 wins in the first round of the playoffs. It would allow the top wild card team to be seeded by record when compared to the division winners, and reward the accomplishments in the regular season by providing more equitable playoff matchups for the best teams.

PROPOSAL #4: 30-Man September Roster
PROPOSAL REASON: MLB has reduced September rosters to 28 players, realizing that September baseball was playing like a different sport. MWBL should do the same. The expanded rosters give the home team a greater advantage in the month of September as the owner can utilize up to 38 players for maximum effect, often one AB at a time; while the visiting team is left with the micromanager having to juggle the usage, typically not as well as a human would. Specialists can have an oversized impact on the most important part of the regular season: the stretch run at the end.

30-man rosters in September would allow sufficient coverage as players creep toward the end of their usage, but would not be a significant change from the current 27-man rosters.

PROPOSAL #5: 50%-Usage Reinstated
PROPOSAL REASON: Because of the vast number of teams in the MWBL (and a proposal to add two more), trying to scrap together enough players and playing time to complete a season without a cascade of injuries is becoming increasingly difficult. At 30% usage required, a team can conceivably control 3 full-time starters at a given position. In last year’s draft, there were just 11 position players that played over 1/2 time and only ONE that played 3/4 time. If all teams took one position player, the entire rest of the draft is players under 1/4 usage.   Increase usage for Keepers back to 50%.

PROPOSAL #6: Flex Rosters
PROPOSAL REASON:

Allow owners roster flexibility by allowing them to divide out their 50 rostered players. Under this proposal, the 50-man rosters would require a minimum of 38 carded players with 40 being the maximum number of carded players. There is no minimum for uncarded players, but the maximum number is dictated by the number of carded players a team has. 12 is always the maximum a team may have and it adjusts downward as the carded players exceed 38.

  • 38 carded players/12 uncarded players
  • 39 carded players/11 uncarded players
  • 40 carded players/10 uncarded players

Roster makeup can change during a season, staying within these limits, due to trades, thus offering teams more Roster Management Flexibility.

There are owners who prefer carded players over uncarded players, thus not maximizing their uncarded slots.  This would allow any owner to fill their roster with additional carded players as an alternative

PROPOSAL #7: Adjust Keeper Tiers for New Postseason
PROPOSAL REASON:

The current rule is written for 5 playoff teams, but we are now with 8 teams per league competing in the playoffs. In most seasons, there are 2-4 teams in each league that are well ahead of the others, so this is a rebalancing of the keeper tiers to account for that. This will help those mid-tier teams, more of which are now making the playoffs, to continue to climb upwards, and not penalize them for getting a lucky series win in the Wild Card Round.

Proposed changes to League Guide IV.C.2.

1. Bottom 5 MWBL Franchises in each league (total 10 teams) based on Record / Winning Percentage – 33 (*1) {Tier 1}
2. Middle 5 MWBL Franchises in each league (total 10 teams) based on Record / Winning Percentage – 30 (*1) {Tier 2}
3. Top 4 seeded MWBL Playoff Franchises in each league (total 8 teams) – 27 (*1) {Tier 3}
