2008 PROPOSALS
PROPOSAL #1 – No more Ball Park Effects – This proposal Passed.
Reason for the Proposal:Â Often guys don’t install them, especially if they have to re-install the program.

PROPOSAL #2 – This proposal Failed.
Position players must have at least 5 starts at a position to start at that position (exception would be an injury to the primary position player in the middle of a series).  930 PR players would be an exception.
Reason for this Proposal: The fact that guys like Sheffield (played a couple innings at 3B), AROD (played a couple innings at SS) and Nevin (played a couple innings at C) opens up the possibility of them playing that secondary position all year. It’s not very realistic.

PROPOSAL #3 – This proposal Failed.
For Post Season play, increase the number of innings pitchers must have from at least pitched 20 innings in both the MWBL Regular Season and the corresponding MLB Regular Season to 30 innings.
Reason for this Proposal: Most often, owners rely on a September call up in MLB to add to their playoff roster. There are very few pitchers on Post Season rosters in MLB that tally less than 30 innings during a season.

PROPOSAL #4 – This proposal Failed.
For Post Season play, a position player must have at least a PR of 100 to be on a Post Season roster.
Reason for the Proposal:Â A position player with less than a PR of 100 could impact the playoffs significantly after not playing very much during the season. This would prevent owners from stock piling players with high RC/G and OBP for key game situations.

PROPOSAL #5 – This proposal Passed.
For Post Season play, change the League Guide from “Starting Pitchers must start at least 10 regular season games in both the MWBL Regular Season and corresponding MLB season AND pitch 25 innings during the MWBL Regular Season in order to be allowed to START in the post season” to at least 15 regular season games in either MWBL Regular Season or corresponding MLB season AND pitch 50 innings during the MWBL Regular Season in order to be allowed to START in the post season” – PASSED
Reason for the Proposal:Â Increasing the number of starts will decrease the possibility of a little used pitcher from causing a high impact in the Post Season.

PROPOSAL #6 – This proposal Failed.
A MWBL can forfeit their first round pick in order to extend the minor league contract of one uncarded player for one season. The draft pick must be their own and cannot be one that they traded for [To prevent teams from trading down, only to unload the pick for an uncarded player]. The uncarded player must also have been originally drafted by the team in question.
(To prevent a team from trading the top player to a team with a lower pick in the first round and then only to trade him back or the team with the lower pick in the first round gaining increased value for his 1st round pick that should not be due him.)
Reason for the Proposal:Â Let’s call this the Ryan Anderson clause. It seems to be a fair exchange and adds another element of strategy to uncarded players. The additional rules for this are to prevent teams from abusing this possible new rule.

PROPOSAL #6A – This proposal Failed.

NOTES: – This Proposal simply changes the restriction from “team that drafted the player” to being “rostered on the team invoking this option for at least the preceding season.” This avoids monkey business while allowing reasonable flexibility.
PROPOSAL #7 – This proposal Passed.
Draft picks for the upcoming season cannot be traded until the conclusion of the waiver draft.
Reason for the Proposal:Â The trading of players (that would have to be cut to reduce a team’s carded roster down to 38) for draft picks defeats the purpose and integrity of the waiver draft. If everyone did as many teams are doing, there would not be any value to the waiver draft. Let’s close this loophole and preserve the integrity of the waiver draft and its original purpose.

PROPOSAL #8 – This proposal Failed.
Waiver Draft picks must use 75% of their MLB usage from the previous MLB Season in order for the Waiver Draft Player to be retained by your team or any team at the end of the current MWBL Season. If they do not accumulate these numbers the will be lost to the Free Agent Pool. Also, any player / pitcher with less than 50 PA, 25 IP, or 10 Games as a reliever must for the upcoming season accumulate all of their MLB Totals, or they will be lost to the Free Agent Pool at the end of the MWBL Season in which they were a waiver claim.
Reason for the Proposal:Â This will eliminate teams stacking up on waiver players in order to “Get Lucky” and hold a player for a year without much usage limits, in hopes of that player having a stellar season in MLB for the upcoming year. Let’s close this loophole and preserve the integrity of the waiver draft players and their original purpose.

PROPOSAL #9 – This proposal Passed.
Change playoff format for a seven game series:
From Two Games, (off day), Three Games (off day), Two Games
To a Two Games, (off day), Two Games , One Game, (off day), One Game, One Game.
Reason for the Proposal:Â The team with the better record should always have the advantage in a playoff series. If the better record team loses one of the first 2 games at home, they are now at a disadvantage because they become visitors 3 straight games

PROPOSAL #10 – The Ultimate Wild Card – This proposal Failed.
The 3 division winners (in each league) automatically make the playoffs (better record has home field advantage). The non-division winner with the best record is dubbed Wild Card #1 (in each league).
All teams trim down to a 27 man roster, then the other 8 teams (in each league) play a “1-and-done” play-in bracket (5 v.12, 6 v.11, 7 v.10, 8 v.9) to be Wild Card #2, with the higher seeded team always getting the home field. The teams are re-seeded after the winners are announced, so that the higher seeded team always gets the lowest seed team. Any ties for seeds would be settled by head to head record and then a coin flip. The “Wild Card #2” playoff would start the day after the regular season ends as an add-on to the regular season, with no off day in between. Usage would be added on a game by game scenario. During the “Wild Card #2” 8 team playoff, all games are back-to-back with no off days. Wild Card #2 winner would then play Wild Card #1 in a 5 game series (with 1 off day between games 2 & 3) for the right to be the true Wild Card; Wild Card #1 would have home field advantage. Division Winners and Wild Card #1 owners have the rights to have all “Itchy” players on their playoff roster changed back to “Ready” (position players) & “Rested” (pitchers) if they were not “Itchy” on the last day of the 162 game regular season.
Reason for the Proposal:Â Promotes more involvement down the stretch by owners whose team may not make the playoffs. Possible more head-to-head play by owners during this playoff atmosphere would lead to higher league synergy. This also makes an owner re-look at their team before trading away a guy before the trade deadline. It should be pointed out that the odds of a Wild Card #2 team winning the World Series are extremely small. They would have to win 3 straight games in the 8 team tournament and then win 3 more games just to make it to the standard playoffs. They would only have one rest day from the start of the 8 team playoff to the end of the Wild card playoff. That is a potential of 8 games in 9 days if the Wild card series went the full five games. The Wild Card #1 would have at least an additional 3 games rested giving them a big advantage and the 3 Division winners could have as many as 9 days off, if the Wild Card 5 game series went the distance.

PROPOSAL #11 – Players with 0% R-USE may not be traded – This proposal Passed.
Reason for the Proposal:Â Players and pitchers who have reached 0% R-Use should not be traded, because playoff teams will stockpile these players or especially pitchers and upgrade their bullpen by a considerable amount for a player who never plays a regular season game for their team. Teams have been known to upgrade their bullpen and only give up something small for a player who statistics in MLB the following season are weak, but whose card for the current season is very solid, but is out of R-Use.
